Many health departments require access to portable hand washing sinks or ware washing sinks or both. The actual requirements vary greatly--some departments require hand wash, dipper well, hot and cold pressurized water, fresh and waste tanks, and yes, meet ANSI, NSF, ETL, or UL approval. Others might allow use of a gravity feed cold water system or dedicated scoops. If you're serving individual serve pre-packaged novelties, you may not have a requirement at all.
